small financial stipend given to all pupils attending school. This dramatically
improved attendance, and the culture of learning in the country among the poor.
Although
education is free, there are also private schools, catering for the affluent
rich; maintaining a steady standard of quality education. A situation is now arising
that students coming from these backgrounds, with their high level private
educations, are filling the universities, thus shifting a balance, creating a wealthy
educated elite.
